The US Federal authorities announced the arrest of the infamous Puerto Rican Jose David Figueroa Agosto (Junior Capsula) in San Juan at around 11am on Saturday.
Figueroa Agosto is believed to be the leading cocaine and heroin trafficker in the Caribbean. Using several fake Dominican identities, Figueroa Agosto operated openly in the DR for 10 years after walking out of a high-security Puerto Rican jail with forged release papers. Figueroa had served five years of a 209-year sentence for murder in a drug-related case.
In 2007, when Major General Rafael Ramirez Ferreira was the head of the DNCD, Figueroa was to have been extradited to Puerto Rico, but the process was inexplicably stopped.
In the DR, he even had a pass from the National Investigations Department (DNI), and at least three ID cards.
Dubbed by the US Marshals as "the Pablo Escobar of the Caribbean", Figueroa Agosto was said to be wearing a wig when he was arrested in San Juan.
When caught, he told the authorities: "It's me. Do not violate my rights. You all know who I am," as reported in El Nuevo Dia.
At 4pm, Figueroa's girlfriend, Dominican Sobeida Felix Morel gave herself up to Federal agents in San Juan. Felix Morel had skipped bail in the DR. She is accused of money laundering in the DR. She only faces charges of illegal entry into Puerto Rico, and is expected to be deported to the DR.
Hoy wonders about the whereabouts of Figueroa Agosto's wife Leavy Nin Batista, who also fled the DR. She was declared a fugitive from Dominican justice on 21 November 2009, reportedly traveling to France with her and Figueroa Agosto's daughter and her sister, despite being subject to an exit ban by the Dominican Migration authorities.
