With grounds saturated from the intense rains that have been falling, flash flood watches are posted for the DR. The tropical waves that are moving through the Caribbean across Puerto Rico, the DR and very vulnerable Haiti, are interrupting normal activities with water flooding city streets so only SUVs and high up vehicles able to transit.
