The Presidency submitted three bills to the PLD-majority Senate yesterday. One modifies the 2010 National Budget, another unifies the collection and management of selective luxury tax with that on fuels under the DGII and a third seeks increased controls on tax exemptions and incentives.
Hacienda Minister Vicente Bengoa personally delivered the bills to the Senate Hacienda Commission.
The budget change seeks to transfer funds from 20 government departments, with the exception of the education ministries, to free up RD$11.6 billion to pay arrears at the Public Electricity Corporation (CDEEE). Another RD$878 million will be transferred to the Ministry of Public Health to cover wage increases for doctors who work in the public sector and to provide RD$400 million for the Dominican Social Security Institute.
The second bill calls for indexation of tax on fuels, using the accumulated inflation rate for the year. It also establishes that the Ministry of Hacienda would set the price of fuels instead of the Ministry of Industry & Commerce at present. The bill establishes that the Ministry of Hacienda would be in charge of tax exemptions under the Hydrocarbon Law 112-00.
