President Leonel Fernandez has authorized the publication of the Bill to Promote Cinematography in the Dominican Republic. The Dominican Republic has long been used as a location for making movies, from the amber mines of Puerto Plata for Jurassic Park, to the streets of colonial Santo Domingo for the Godfather and other movies. Now there is a legal framework providing incentives for moviemakers to come and work here.
What was formerly known as the National Movies Department (DINAC) has now been promoted to the General Movies Department, a step up on the bureaucratic scale, and will be known as DGCINE. It will function "with administrative, financial and technical autonomy" under the guidance of the Ministry of Culture.
The bill also creates the Inter-sectional Council for Promotion of Cinematographic Activity in the Dominican Republic (CIPAC).
Other interesting things about the new law are the creation of the System of Information and Registration of Dominican Cinematography (Sirecine) and the Fund for Cinematographic Promotion (Fonprocine) and interesting tax breaks for companies that make movies in the DR.
