If you are haggling on the price with a freelancer then of course there is no need to tip, not that there ever is a need to tip.

I pay 1000 ST and 2000 TLN - that's it. There are way too many hot chicas around that will go for those prices to waste time with one that wants to play games. I will lower the ST number occasionally if it is daytime or really late - but not normally. Also, I never tip chicas, let them go early or without a morning nut, or allow CBJ's. I have no problem with buying them food or drinks, as long as I am hungry and / or thirsty.

Negotiating 101: When two parties are far apart in numbers, the opening number closer to your 'actual' will provide the best possible outcome. For example: If a chica wants 3000 and you want to pay 1500, if she opens at 4000 it will end up closer to 3000 than 1500. If you open for 1000, it will end up closer to 1500 than 3000. Just like a job interview - you always open with a number higher than you actually want and work from there - don't let the boss open for something way below what you want.

I first visited Sosua in 2002, the "High Caribe" days. IMO, Sosua has dramatically improved over the past several years. Back in the day, it was cool, but not utopia.

Stuff is more expensive, but the offerings have gotten way better, there's more mid-range chicas than before, and with the exception of airfare for people living outside of the NYC and South Florida areas, Sosua is still a serious bargain compared to most other caribbean destinations.

Today, Hispaniola offers far superior properties than CL, and within walking/easy scooter distance. Back then, the palace was, with all respect, nowhere near as nice as NG, TL and Colibri are now. And I still cringe at the thought of staying at the Europa, which was without a doubt the nastiest dive I've ever been in. Six years ago, it was a "good" hotel, relatively speaking. Yick.

Places like upmarket Cristal and mid-market Passion are more expensive, but the improved talent makes it worth the drive and extra cost. I've happily smashed ridiculously attractive women on 90% of my Cristal visits. In addition, Passion has more attractive women during a bad month now than in a good month back in the day.

There are about a dozen really decent restaurants now, up from five or six. And don't forget about Big D's, which is a must stop for at least every trip.

The taxis were cheap, but they had roads in their potholes, the "shortcut" over the mountain was scary as hell, and the taxis would break down more often than not.

The "increased sense of desperation" folks have been sensing is real, but that's the result of a global recession impacting a tourist-dependent town in a third world country that shares an island with the poorest country in the western hemisphere that was all but wiped out with the earthquake in January.

Everyone's hurting, but it's particularly bad for a town which largely caters to paycheck-dependent employees in search of a budget vacation, many of whom have regrettably lost their jobs.
