The National Drug Control Department (DNCD) has delivered to the District Attorney of the National District the evidence that implicates 13 Armed Forces and National Police officers who are said to belong to an international drug trafficking ring linked to Puerto Rican drug baron Jose Figueroa Agosto. DNCD legal advisor John Garrido submitted a file to the District Attorney's office Complaints and Disputes Department with a request for investigating the men and arraigning them for violation of article 4, letter D, and article 75, paragraph 3, of Law 50-88 on Drugs and Controlled Substances.
The action was directed against Lt. Colonel Alfredo Vargas Herrera (Army), Police Major Victor Enrique Liriano Fernandez, Police Captains Jose Manuel Helena Ramirez and Luis Alfredo Baez Ortiz, Army Sergeant Darwin Ovidio Rodriguez Disla, and Corporals Algenis Buathis Soriano and Samuel Moises Bautista (Navy). The complaint also includes Army Majors Roberto Soto Feliz and Juan Ramon Aquino Rodriguez and Air Force Major Aneury Rodriguez Rodriguez, Police Captain Ernesto Jose Peguero Mota, Second Lieutenant Arnulfo Encarnacion Medina (Army), and DNCD agent Samuel Moises Bautista. The DNCD legal advisor said that the Justice Department is now in charge of the case and would open the penal investigation. "The institution believes that there are indications that compromise their penal responsibility", he said.
