Diario Libre reports today that control of the Armed Forces is divided between two men: Major General Hector Bienvenido Medina Medina and Major General Ramon Antonio Aquino Garcia, both of the Army.
As reported, Medina Medina is the stronger of the pair, and the newspaper speculates that this is so because President Leonel Fernandez appointed Major General Joaquin Virgilio Perez Feliz as chief of the Armed Forces. Perez is a trusted confidant of Medina Medina. Perez replaces Lieutenant General Rafael Pena Antonio, who is said to have ties to Aquino Garcia.
Diario Libre reports that the new chief of the Air Force, Israel Anibal Diaz Pena and his predecessor who was appointed director of inspectorships, Major General Carlos Rafael Altuna Tezanos, are also known to be close to Medina Medina.
Diario Libre says that Major General Medina Medina, who was confirmed as chief of the Military Corps of the Presidency, has considerable influence on President Leonel Fernandez to the extent that any military official who wants to visit the President needs to make an appointment through Medina Medina's office.
Major General Aquino Garcia, who was chief of the corps of assistants until he was appointed Minister of the Armed Forces and two years later director of the National Department of Investigations, commands the other powerful sector in the military. He reports to the President every day, and is thus the military official with the closest ties to the Presidency. Diario Libre also reports that Aquino Garcia is known to be very discreet.
Diario Libre says that while Medina Medina would seem to have more power, some believe that Aquino Garcia has installed more of his trusted confidants in the military commands, even though these are in the lower ranks. The recently appointed chief of the Army, Carlos Rivera Portes, the director of Investigations (J2) Major General Antonio Valentin Jaquez Lopez and three deputy ministers of the Armed Forces are close figures to Lieutenant Aquino Garcia. They are Army General Juan Antonio Campusano Lopez, Air Force General Gilberto Delgado Valdez and Vice Admiral of the Navy Nicolas Cabrera Arias.
The newspaper also mentions that the new chief of the Army, Rivera Portes is Aquino's brother in law. Aquino also has ties to the current chief of the Navy, Vice Admiral Homero Luis Lajara Sola.
In its analysis of the military, Diario Libre reports that the two commands maintain a distant relationship but are not known to engage in any disputes.
Experts say that Fernandez is keeping to the style of his predecessor Joaquin Balaguer who maintained his control of the military forces by dividing the control between two groups. This is reminiscent of the times of Neit Nivar Seijas and Enrique Perez y Perez, when Balaguer played one strong military against the other.
