Political scientist Rosario Espinal is asking for governmental clarity on the most- debated contracts for the artificial island and the US$132 million loan for modernizing the National Police. In her opinion, a lack of such a clear policy will undermine the government's legitimacy. Espinal called some of the problems the "Third Year Syndrome" which could see Fernandez losing popularity during the third year of his presidency. According to Espinal, experience shows that the third year sees a worsening in the government's performance, as occurred with Hipolito Mejia in 2002. As she examines the manner in which the legislators approved the debated contracts sent to the Congress by the Executive Branch, the political scientist said that it is unfortunate, for the Congress and for the Executive Branch, that problems of corruption should see the light of day, since it reveals that the country is still far removed from handling its public affairs efficiently. The writer said that the only thing that can save the government from being implicated in corruption is a forceful statement to distance itself from the proceedings as a clear signal that there is real commitment to the anti-corruption project.
