Following a one-hour meeting with President Leonel Fernandez, Customs Department (DGA) director Rafael Camilo and the director of the Department of Taxes (DGII) Germania Montas said that the measure for applying Customs taxes on raw materials used for manufacturing would remain in effect for 12 months in order to comply with revenue levels established in the IMF Stand-by Arrangement. After this period, taxes will only be charged on manufactured goods and not on raw materials. Camilo and Montas said that they would meet with business representatives from the National Council of Business (Conep) today to explain the decision.
Economy Minister Temistocles Montas said the government guarantees that the measure will be temporary.
Yesterday, Hacienda Minister Vicente Bengoa denied that he had ordered the collection of the ITBIS tax in Customs on imports of raw materials by manufacturers.
Businessmen have said the measure changes rules of business and will affect competitiveness of local production. The collection at the port of entry is in violation of Pro Industry Law 392-07.
