In her column in Diario Libre, editor Inez Aizpun comments that the business sector has set a bad precedent by agreeing with the government that a law can be temporarily violated.
"The agreement the businessmen reached with Leonel Fernandez to enable the collection of the ITBIS tax in Customs through December 2011 poses a dilemma of transcendental importance," she writes. "Can the political and economical powers reach an agreement to violate a law?"
If laws are worth so little, then how can businessmen demand respect for institutions, she writes.
She also mentions that this can be applied to the case of migration from Haiti.
"The circumstantial application of laws distorts the separation of powers that a state of law implies. It confuses and generates differences, stronger discrimination, already a problem in Dominican society, she writes. It highlights individuals and the immense powers of the presidential system. And makes transparency difficult", she writes.
She explains that if respect for the laws "depends" then how can life in common be organized, how to apply the "depends" to the respect for human rights, urban development, protection of protected areas, and labor rights..." she asks.
