A year into his administration, Celso Marranzini, executive vice president of the Public Electricity Corporation (CDEEE), is disappointed at the results of the power distribution companies. He said the poor results at the government-owned and managed EdeSur, EdeNorte and EdeEste power distribution companies are affecting his sleep.
He says that while the number of employees at the CDEEE has been reduced from 1,400 to about 800, the number of employees at the EDEs has increased by almost 500. He said that the payroll of the three distribution companies has gone from 5,415 employees in July 2009 to 5,924 employees in July 2010.
"I had expected that by now the losses would have been reduced 2 or 3 percentage points, but that has not happened," he states in a press release.
Marranzini said there have been savings of around RD$7.4 billion in the renegotiation of prices in contracts with generators and reduction of spending at the CDEEE, but indicators at the EDEs are disturbing.
He said a technical report shows that collections at the EDES dropped from 91.9% in July 2009 to 86.4% in July 2010. He said that the increase in collections of 16% was the result of increase in tariffs, nevertheless. "That does not mean there is better management," he said. He said the Cash Recovery Index (CRI) has dropped at the three power distribution companies by 61% on average. The CRI at EdeSur declined from 66.7% to 65.2%, at EdeNorte from 63.2% to 58.6% and at EdeEste from 61.6% to 59.2%.
"In the period January-July 2010 we have an overall CRI average of 92.1%, which compares with 92% for the same period in 2009, indicating that we are stagnating," he said.
