Industry & Commerce Minister Jose Ramon Fadul confirms that 22 deputy ministers are assigned to his department and its nine agencies, including Pro Industry, Free Zones, Proconsumidor, Mining, Department of Norms and Quality Systems (Digenor) and the Energy Commission. But he admitted that not all have offices because there is not enough space. Fadul told Hoy he backs the notion that the government should only have the deputy ministers it needs because the problem is not in the number of ministers, but in the quality of the work they carry out. The government has consistently been criticized for continuing political patronage policies that clog the public administration with employees who get the appointments for their political connections and work. Interviewed at the Presidential Palace, Fadul said: "The problem is not that they are political appointees, it is in that they do a job because I agree that whoever doesn't work shouldn't be paid. The problem is there."
