Speaking on Thursday, economist Miguel Ceara Hatton declared that the stability of the Dominican economy now depends on foreign debt. He said this was not the case three years ago. He said the government does not seem to have any priority in spending taxpayer money. Ceara Hatton said that the Fernandez government is characterized for having a conception where things and not people are given priority, and there is an extreme weakness in institutions.
"People are not visible in this concept of development no matter what they say, and this is reflected in the structure of spending that does not reflect quality of life of the people," he said when interviewed by Pablo McKinney on CDN, Channel 37.
Ceara Hatton is the coordinator of the Human Development Office of the United Nations Development Program in the DR. He said in the Dominican government faces a serious problem in the way the political system establishes priorities that are diffuse and do not allow for a clear medium and long-term vision.
He said the government is giving priority to the construction of public works while granting low attention to education and health, and the resources needed for the electricity sector and potable water.
He called on Dominicans to demand accountability from the government. "We have to promote the idea that citizens should exercise their right to oblige the state to comply with the laws because we have to have it clear that the institutions alone are not going to change and that behind all of this is a structure for power," he said, as reported in El Caribe.
