The second line of the Santo Domingo Metro is part of a six-line, 20-year project to provide Santo Domingo with a state-of-the-art mass transit system. However, the construction on the second line has nearly come to a halt due to the accumulation of RD$2.8 billion in government debt arrears to 400 suppliers and construction companies. According to Hoy reporters who consulted several of the contractors, the civil engineering work done so far has cost about RD$3.6 billion, but the contractors have only received RD$1.2 billion. The second Metro line links Los Alcarrizos to the western side of the Ozama River, near the "La 17" bridge. According to the Transport Reorganization Office (OPRET), work has slowed down dramatically, to the point where "everyone goes home at 5pm". One engineer acknowledged that the government was not getting sufficient income, but he argued that the shortfall should be shared equally by all of the projects. He said that some projects were well funded while the Metro was not getting enough to continue working.
Opret head Diandino Pena was not available for comment.
