Exactly two months and eight days ago was the last time President Leonel Fernandez referred to a controversial issue, when during the electoral campaign he deemed "ridiculous" the opposition's pretext to withdraw from the civility pact for having accepted former PRSC and PRD members in the PLD. According to Diario Libre, since then many controversial issues have arisen which nonetheless have been unable to make the President address them in public. Examples of these are the postponement of the DR-CAFTA due to begin last July 1st; the second-time submittal to Congress of the artificial island project; the empowerment of Bienes Nacionales for the signing of a concession contract with a private company, ENADE for the collections, regularization and sale of government real estate; the US$132 million loan for the Police Department and the EUR106 million metro loan and the RD$416 million Santiago tree-buying budget. Fernandez has been tactfully avoiding being questioned about these issues by reporters.
