Lack of effective plans, equipment and training of security forces, lack of quality jobs for young people, and rising drug trafficking are listed as some of the main reasons for the rise in crime, as reported in Diario Libre.
The Prosecutor General office announced that there have been 1,197 violent deaths during the first half of 2010. Of these, 386 are linked directly to crime and 117 are female victims of domestic violence. There were 1,140 violent deaths in 2009. Crime in the DR has now risen to 24.22 per 100,000 inhabitants.
According to the spokesman for the PRD bloc in the Chamber of Deputies, Nelson Arroyo, the institutions in charge of fighting crime have not told the country what plans they have to reduce insecurity. He said that other programs were needed in addition to Barrio Seguro, which in his opinion has not proven to be effective.
The president of the Association of Industries (AIRD) believes that the rise in crime reflects the need to create more quality jobs for young people in the formal sector. Manuel Diez said that the industrial sector needed to be competitive in order for this to happen.
Meanwhile, PLD presidential hopeful Danilo Medina concurred with the AIRD and said that social policies and more entry-level jobs for young people should be created. He said that the lack of opportunities for young people is not exclusive to the Dominican Republic and that it is practically a worldwide problem. He pointed out that 25% of the country's young citizens neither work nor study.
Medina also commented that additional stronger measures are needed because drug trafficking has permeated government and is causing major social problems. He attributed the increase in drug trafficking to the fact that traffickers are paying their local associates in kind rather than in cash. He mentioned that the government was working on fighting drugs, and said that the recent scandals and arrests were proof of this.
