The National Development Council has approved a budget for RD$390.47 billion for next year. This is RD$11.47 billion more than this year's budget, which was approved for RD$379 billion, as reported in Hoy. Hacienda Minister Vicente Bengoa and Budget director Luis Hernandez told journalists that health and education allocations have been increased. The Ministry of Education will get RD$50.39 billion, up RD$5.27 billion over 2010. The Ministry of Public Health should receive RD$41.9 billion, up by RD$5.88 billion from last year's allocation. The construction of the second line of the metro has been assigned RD$13 billion. This year RD$15 billion was allocated to the metro. The metro funds are part of the Ministry of Public Works budget, which totals RD$32.74 billion.
Bengoa expects the government deficit to reach RD$33.5 billion in 2010, less than the RD$47.8 billion deficit that Congress approved in the 2010 budget.
The government expects to receive RD$289.35 billion in revenues, up RD$30.4 billion over last year. Government spending is estimated to total RD$326.76 billion, or RD$15.9 billion more. Bengoa says this includes RD$23.8 billion that will be transferred to the Central Bank to cover the quasi-fiscal deficit.
Bengoa said that the government is using an exchange rate of RD$37.90 to the peso and an oil price of US$83.50 per barrel in its calculations. The government allocated 63% of revenues to current spending, as reported in El Dia.
