Hoy writes today that Hacienda Minister Vicente Bengoa has his hands tied by President Leonel Fernandez's public policy decisions. What is apparent is that the government has no money for public works. "The reasons are simple: part of the money has to go to pay capital and interest payments on the public debt, another part goes to paying for the electricity subsidy, and the rest for the increasingly more unsustainable government bureaucracy and the social subsidies under the program directed by Vice President," he writes. The newspaper concludes: "As can be seen there is no money for savings. There is nothing for investing. There is only the window open for taking expensive loans."
