During what people are calling the "Contract Night", the Congress also tried to revive a contract with the Spanish firm Icasur which would have privatized the vehicular inspections currently carried out by the Ministry of Public Works and known as "la revista". Only time constraints prevented the item from getting on the agenda that final night. The contract had originally been submitted during the Mejia administration, and approved by the Senate on 20 April 2004. The Fernandez administration retook the legislative initiative in June 2005. However, public outcry over the proposed RD$450 cost per vehicular inspection forced Fernandez to request the return of the bill. After returning to the Executive Branch, the legislation was "mysteriously revived", according to the newspaper, it was placed on the agenda for 7 June and was then sent to a special commission for study. The commission delivered a favorable report and asked the Chamber of Deputies to approve the measure.
