As the clamor grows around the approvals of a series of deals and loan packages during the very last hours of the recent congressional session, it appears that any possible sanctions are going to face an uphill battle. And for a very simple reason: there are no records to show which senators and deputies voted in favor of the artificial island or the loan to equip the National Police. The lack of documentation makes it impossible for the PRD party to chastise any of its members who voted for the approvals in disobedience of a party mandate to the contrary. In the Chamber of Deputies there is nothing written down that shows who gave the motion for approval or who voted in favor of the bills.
According to Listin Diario, the deputies used the old method of voting, by a show of hands because the chamber where they usually hold the session is being remodeled. On the other side of the Congress, the senators decided to use a show of hands because, according to the newspaper, most of the senators did not know how to use the modern system of electronic voting that would have registered the voting on an electronic screen in the Senate chamber.
