Jose Antonio Flaquer, president of the Dominican Exporters Association, has said that the government budget does not reflect the Fernandez government aspirations to raise the nation's technological and competitive level." In a written statement, he pointed out that in the medium term, the country's human resources are not technically ready to access technological areas that require higher educational levels. "Countries that have been successful in this aspect, prepare their human resources for years," said Flaquer. He was also critical of the investment in road systems, pointing out that the country is a major tourism destination and the lack of investment in important roads has an effect on the cost of many articles and the communities that want to compete with their produce. The most critical example of this is the neglect of the Constanza highway that leads to a major farming center.
Flaquer also mentions that despite advances, the judicial system lags behind. "Supreme Court Justice Jorge Subero Isa's recent appeal to judges for more fines and less leniency with drug traffickers is an example of this," he said.
He pointed out that the creation of a transparent and fair society is based on the integrity of justice. "Without this we cannot expect major local or foreign investments in the country," he pointed out.
