Five years after President Fernandez announced an ambitious plan to decimate crime in the barrios, levels of violence have increased and thousands are still dying each year in drug and crime related violence. According to El Caribe, after the first year of the "Democratic Security" program there were 2,236 homicides, most of which were committed with illegally obtained weapons. Since then the violence has continued to rise.
According to parish priests in Guachupita and Gualey, the program started well but expanded too rapidly and that was why it did not succeed. The Dominican Anti-Corruption Alliance says that the program is a failure, even after spending millions of pesos. Julio Cesar de la Rosa, a spokesman for the Alliance said that "until they identify the factors that cause crime, with the participation of all the sectors, there cannot be an effective crime prevention program".
