As part of a new proposal for renewing the bus fleet agreed on between the public transport drivers' unions and government representatives, a fund has been set aside for the purchase of 6,000 new units.
Diario Libre says the government's transport advisor, who is also the president of the Transport Drivers' Movement (Mochtran), Alfredo Pulinario Linares (Cambita) made the announcement. Linares was sentenced for fraud in the previous Renove scandal and then released. The transport union leader said that although he does not have a clear idea of the specific amount that will be involved, he estimates that it will be billions of pesos. "It is only a peso, but for each gallon of fuel, that is a lot", he said.
Taxpayer money would finance vehicles for public transporters, in a scheme similar to the infamous Vehicle Renovation Plan (Renove). Controller General Lalane of the Hipolito Mejia Administration prepared a case for corruption in the deal, with fraud estimated at RD$1.8 billion. Several public transport union leaders and government officials went on trial and some were sentenced, but later pardoned by the government.
The new proposal for the vehicle renovation fund was supposedly agreed on by consensus by the commission designated by President Leonel Fernandez in August to mediate with the public transport drivers who opposed the plans for indexation of fuel prices. The commission is headed by Hacienda Minister Vicente Bengoa and is coordinated through other ministries, Public Works Minister Victor Diaz Rua and the director of the Santo Domingo Water and Sewer Corporation (CAASD), Freddy Perez.
According to Ramon Perez Figuereo, the president of the CNTU transport union, the idea of creating the fund by discounting a peso per gallon from all fuel consumed was presented by Onesimo Gonzalez, representing the Transport Reorganization Office (Opret), and who was also one of the directors of Plan Renove when it started up.
