In a hearing on the Paya case yesterday, the former chief of the Navy Intelligence Division (M2) and one of the investigators into the murder of seven Colombians in Bani in a drug deal gone wrong, Rear Admiral Edwin Dominici Rosario declared that former Navy lieutenant Edward Mayobanex Rodriguez had shot the Colombians, as reported in Listin Diario. He told the judges of the Third Collegiate Court of the National District that former colonel Ricardo Guzman Perez led the group. Dominici said that officers Andres Tapia Balbuena, Robert Pena Valdez and Jorge Luis Chalas described what had happened on 4 August 2008. Chalas said that there were two groups, one that waited for the arrival of the drugs, and another that kidnapped and killed the foreigners. Dominici said that Colombian Andres Berroa Mercedes (Kapi) revealed that military figures who have not been included in the case were involved in the crime. Chalas denies Dominici's comments, saying that his statements are "but an agreement between generals".
Berroa Mercedes said in court that Jose Luis Montas (of El Duro Motors) had hired him to rescue supposed fishermen who were shipwrecked on a boat at Beata Island, and not for a criminal operation as it ended up being. He said when he was searching for the boat on the high seas he received a call from Montas saying that the ship had arrived at the Villeya beach in Bani.
