Shortly after the return of President Leonel Fernandez from his 13-day tour in the US, the PLD-majority Senate has appointed Roberto Rosario Marquez as the new president of the Central Electoral Board (JCE). The JCE is in charge of organizing presidential, municipal and congressional elections. It confirmed judges Jose Angel Aquino, Eddy Olivares, Cesar Francisco Feliz Feliz and Rosario Altagracia Graciano as the new members. The substitute judges appointed are Juan Isidro Moreno, Jose Lino Martinez, Josefina Abreu Yarull, Rafael Evangelista Alejo and Fausto Marino Mendoza.
Roberto Rosario Marquez entered the JCE as judge for the PLD on the board during the Hipolito Mejia government, and was confirmed in the past term. This will be his third term.
Recently, the civic society watchdog group, Citizen Participation had alerted the Senate about Rosario's private business operations. PC criticized the fact that Rosario had personally collected on checks for services provided to the National Lottery by his law firm, which PC says is a conflict of interest and anti-ethical. PC says it has proof of checks collected in 2004, 2005, 2006 and 2008.
