The president of the Senate treasury commission has observed that the Executive Branch did not specify where the funds for the operation of the new Constitutional Hall, Electoral Court and People's Defender (ombudsman) would come from. These three new bodies were created in the 2011 Constitution. Tommy Galan (PLD-San Cristobal) said the Senate had asked the Ministry of Hacienda to identify the sources of funds.
But Lupe Nunez Rosario, president of the Chamber of Deputies treasury commission says this is not a problem. He says that the Constitution establishes that when those bodies are created a bill needs to be submitted to modify the budget and this is then submitted to Congress. "You cannot allocate funds to a body that has not yet been created," said Nunez, as reported in Listin Diario.
He added that the budget sent by the President establishes changes in government revenues from license plate taxation, taxes on gaming, tolls and telecom duties.
