Lawyer and governmental Ethics Commission president, Marino Vinicio (Vincho) Castillo is proposing a way for President Leonel Fernandez to get around the ban on consecutive re-election included in the 2010 Constitution. The Constitution proposed by the Executive Branch went in effect in January 2010 to change the previous Constitution that would not have allowed Fernandez or former President Hipolito Mejia to run again for President.
Castillo now proposes a further modification of the Constitution to add a paragraph to Article 124 that bans re-election giving the Dominican people the option of deciding through a referendum whether Fernandez should be the presidential candidate for his party.
