The National Statistical Office (ONE in Spanish) continues to insist on no-bid contracts, claiming a lack of time to carry out the 2010 Census on Population and Housing. However, according to Diario Libre, the agency has violated a series of legal requirements by allowing the Sinergit-Active Software company to carry out the contract. Sinergit-Active Software is the new name for Datocentro, the company that let down the Central Electoral Board (JCE) when implementing a civil registry contract. "The same executives and the same way of doing business", comments Diario Libre. The "winning bid" submitted by Sinergit was more than US$800,000 higher than the second place bid entered by the Novosit company. The newspaper says that the court sentenced Datocentro to pay RD$50,000,000 to the Central Electoral Board for failing to fulfill their obligations under a 1997 contract.
