Dominican jails are exceeding their capacity to house the 20,513 inmates that populate the cells, putting the overpopulation level at 282%. In 2009, occupation levels stood at 263%, equivalent to an extra 10,133 inmates. Diario Libre quotes the Directorate of Prisons report "Capacity vs. Inmate Population" as saying that the traditional model has a capacity for 6,133 inmates but the number is currently 17,322.
This is equal to a total of 11,189 above the level that the space of the prisons requires. The report sets out a comparison with the new model prison that has an occupation level of 65%. According to the statistics, the new model has a capacity to house 4,922 and their population is now 3,191, which translates to 15.6% of the inmates in the country. Preventive prisoners increased from 63.5% in April to 64.6% today. The preventive custody number is placed at 13,242, while those who have been sentenced total 7,271, or 35.4%. Men represent the majority with 19,956, or 97.3% in comparison to 557 women or 2.7%.
Some 1,442 (7%) are foreigners of whom 1,065 are Haitian, 79 are United States citizens, and the remaining 307 are other nationalities. The population has been increasing gradually this year: in January, 19,555; February, 19,637; March, 19,858; April, 20,106; May, 20,151; June, 20,391 and August, 20,520. The national penitentiary of La Victoria, which is the biggest and oldest in the country, has a total of 5,217 inmates behind bars, with preventive prisoners numbering 3,186 (61.1%).
