The Executive Branch has announced that the Ninth National Population and Housing Census will take place between 24th and 30th of November. These will be normal working and school days, according to the announcement. The National Statistics Office (ONE) is responsible for conducting the census. The government contracted Sinergit-Active Software to carry out the census.
Diario Libre reports that the company denied all links with Datocentro, the company that failed to deliver on the 2002 Census. Datocentro also failed to deliver on a contract with the Central Electoral Board in 1997. Diario Libre makes the point that Active Software worked with Datocentro in the questioned 2002 Census.
Mario Cabrera, president of the board of Sinergit said that the company was formed by the executives of a group of companies that were owed money by Datocentro.
Diario Libre had reported that despite the fact that the government Procurement Department (DGCP) had annulled the tender awarded by the ONE to Sinergit for violation of Law 340-06 and 449-06, the ONE chose to grant the contract to it anyway. ONE director Pablo Tactuk told DGCP director Eric Hazim that there was no time to hire another company.
