The Dominican armed forces see illegal immigration, natural disasters, drug trafficking and organized crime as the major threats to the nation. This was the position taken by Brigadier General Antonio Valentin Jaquez Lopez, the president of the Commission for the Reform and Modernization of the Military. Another general officer, Luis Ramon Payan Areche said that poverty and a long series of social problems make society vulnerable to criminal activities. Payan Areche is head of the Armed Forces Joint Operations Center and a member of the commission. According to Hoy, the officers revealed how each recruit in the armed forces is trained to uphold law and order. The generals also said that there are currently 4,000 military personnel assisting the national Police in patrol duties around the country.
