President Leonel Fernandez has ordered the Controller General Office to stop authorizing disbursements to government institutions that do not fulfill the requirements of the procurement law, as reported in El Caribe. He ordered the creation of a mechanism enabling the National Procurement Department (Direccion Nacional de Compras y Contrataciones) to keep the National Ethics and Anti-Corruption Commission permanently informed on operations so that observations and criticisms can be made. Marino (Vincho) Castillo, of the Ethics Commission, said the plan is for the procurement department to make recommendations to the President so he can take measures he considers appropriate, as reported in El Caribe.
Presidential Legal advisor Cesar Pina Toribio said the measure is part of agreements reached during the work sessions by the Participative Anti-Corruption Initiative (IPAC). He also said the Compras Dominicanas online portal (comprasdominicanas.gov.do) would now come under the Procurement Department (Digecog.gov.do).
