The IDB has approved a US$100 million loan to improve nutrition, health and educational attainment among children and young people from low-income households, contributing to their prospects for climbing out of poverty. Cash transfers will be made through the Presidency's Solidaridad conditional cash transfer program. It will allow 625,000 households to receive payments for keeping children in school while more than 300,000 households will receive payments for following a protocol of preventive health services and nutrition.
Solidaridad is expected to help increase the percentage of children aged 14-16 enrolled in the program who complete at least six grades of basic education from 38% to 48%.
To improve the quality of primary healthcare services for Solidaridad beneficiaries, the program will finance:
- A plan for the organizational and operational development of an agency responsible for promoting quality and equity of healthcare services.
- A Web-based training system.
- Distance training for at least 50% of doctors and nurses providing primary care.
- The full equipment of 230 primary care centers for Solidaridad beneficiaries.
Some indicators underscore persistent gaps: 68.2% of poor pregnant women receive timely prenatal care (starting in the first trimester), against a national average of 93.3%. At the age of 15, 64% of children from poor families remain in school, against 90% of the national population in that age group. Only 10% of Solidaridad beneficiaries currently attend healthcare centers that meet qualification standards.
The IDB loan is for 25 years, with a four-year grace period and a variable interest rate based on LIBOR.
