Photographs published in Diario Libre showing rooftop satellite dishes in the poorest slums on the banks of the Ozama River in Santo Domingo have led the executive vice president of the Dominican Electricity Corporation (CDEEE) Celso Marranzini to call on residents to pay for the electricity service. He said the satellite TV service costs over RD$1,300 a month, which means the residents in the barrios can pay for the service and should do so. Marranzini estimated that 85% of Gualey slum residents do not pay for the service. He said that electricity distributors billed RD$1.3 million in Gualey, but collected slightly over RD$640,000. He estimates that there are 5,525 households in the riverside slum.
Marranzini said that the change in the profile of the demand for services in these sectors facilitates the plans of the electricity distribution companies to change millions of non-paying electricity users into regular customers.
He says this backs up the new push for more effective management in electricity distributors to normalize the status of customers.
