Judge Alejandro Vargas has imposed a three-month preventive detention sentence on Francisco Alberto Carela Castro, suspected of leading a ring that illegally taped couples having sex in motels for purposes of extortion. Diario Libre reports that the National District prosecutors are linking him to other crimes, including a RD$7 million swindle against the Senate, an attempted kidnapping of a Spaniard for a US$2.5 million ransom, a scheme for monitoring movements of Santiago prosecutors and the hacking of official databases.
Carela was taken into custody following three complaints, received on 24 September, 11 and 21 October from people accusing him of blackmail after having sex at a motel on 30 de Mayo Avenue in Santo Domingo.
One doctor who filed a complaint said he had sent US$10,000 of the US$500,000 demanded by the blackmailers through a remittance agency to one Fernando Espinal in Peru, as required by the blackmailers.
Listin Diario reports that a beauty queen who had entered the motel in a black Lexus with government license plates was also being blackmailed. She had received a notification indicating that the video had been placed as part of an investigation to catch a drug trafficker, but was told the video could create a scandal in the country, according to the letter being presented as part of the prosecution case.
Diario Libre reports that investigations by forensic technicians from the Department of Investigation for Hi-Tech Crimes at the National Police and the Central Directorate of Criminal Intelligence identified Carela Castro as the person who was using these images and profile on Facebook.
The accused operated a detective agency identified as Facsaint Detective S.A. and/or Seguridad VIP Security Group, located on Calle Presidente Vasquez 289 in Alma Rosa. The authorities searched the premises and found 73 pieces of evidence that directly linked Carela to the crimes, as reported.
According to the investigators, Carela Castro's network created a file on Santiago District Attorney Yenny Berenice Reynoso. A brother of the accused, Engels Manuel Carela Castro was convicted and sentenced to 20 years in jail for tailing Miguelina Llaverias who he tried to kill on the orders of her former husband Adriano Roman.
Diario Libre also reports that Francisco Alberto Carela Castro is implicated in an alleged swindle of some RD$7 million from the Senate with the acquisition of school supplies for senators to distribute in their communities.
Carela Castro is listed as the owner on the ten checks made out to different companies issued by the Senate Finance Department.
He is also listed as a suspect in the attempted kidnapping of a Spaniard, Salvador Morella Baldillo, when he supposedly tried to pass himself off as a member of the Department of Migration, when they appeared at the lobby of the hotel where Morella was staying together with a supposed member of the National Police.
Carela is also said to have hacked into the database of Cicla, the local credit rating organization, where he searched the files for names of people who he later sought to locate and blackmail.
