An apparent trend that is causing concern for the Justice Department authorities is the rising number of minors in jail for major crimes such as murder, drug trafficking and aggravated robberies. According to El Caribe, the number one crime for these young criminals continues to be robbery, either simple or aggravated, followed by murder, drug trafficking, drug consumption and sex crimes. Most of these minors are in the Najayo Prison in San Cristobal. According to Marisol Tobal who heads a bureau that deals with minors in trouble, the usual sentence is between two and five years, and this means that these young people are getting out of jail at a fast pace. The numbers show that there is a decrease in minor crimes and an increase in felonies, together with an increase in the use of firearms in crimes.
Pablo Pinheiro, Children's Rapporteur at the Organization of American States' Inter-American Human Rights Commission and contributor to a United Nations study on Violence Against Children and Adolescents who recently visited the country as a guest of UNICEF, disputes this perception. He says according to their statistics, teenagers committing crimes in the DR make up less than 1% of criminals.
