While the Constitution and the law say that the Dominican Ministry of Education should receive 4% of the country's Gross Domestic Product (GDP), the Minister of Hacienda, Vicente Bengoa says it is "impossible." He said that even if they wanted to it would be impossible to provide this money in the 2011 Budget. He said that his team was working on the 2011 Budget and trying to reach a consensus that would produce a budget of around RD$390 billion. Bengoa said that for the coming year they were trying to achieve an increase to 2.4% for Education.
