Third parties can register births

In an announcement that is likely to help a lot of people, the Central Electoral Board (JCE) has decreed that third parties can register births if the child's parents are not available or are incapacitated. Roberto Rosario, the new chief magistrate of the JCE, told Listin Diario reporters that this new flexibility will allow people to be registered years after their birth. Rosario commented that in the past people often requested their birth certificates and could not get them, because their parents had died, or were living somewhere else or in an unknown location, and the law did not allow a late birth declaration. He said that some 200,000 people are in this situation.
