After presenting President Fernandez with a list of reforms needed for the administration's National Development Strategy to succeed, international consultant Jacques Attali told reporters that the sooner the country puts 4% of the GDP into education the better. Attali said that it was clear that a "country that invests so little in education cannot be competitive in a knowledge-based global economy". According to Hoy newspaper, the General Law on Education establishes that 4% of the GDP should be allocated to education, but the current spending is closer to 2%. Attali said it was very clear "that the resources dedicated to primary education were very insufficient". Attali was speaking to reporters during the Corripio Communications Group weekly luncheon meeting. He highlighted the fact that many children only go to school for three hours in the daytime or for two hours at night, saying that this "was not right". Attali favored foreign investment in education as well as bringing in foreign teachers.
