A change of participants, the withdrawal of people who did not complete the training sessions and a delay in the distribution of materials were crucial elements that led the IX National Census of Population and Housing to get out of control, much more so than the delay paying the per diems. "The problem with the per diems has not been money, because the money was donated by the IDB (the Inter-American Development Bank). The money is there. There has been an issue of much movement and the greatest delay has been in the biggest cities", Mildred Martinez, the director of the Census Department at the National Statistics Office (ONE), told Diario Libre. Although the teams that were set to work on the Census did not know about the payment of the per diems for the time spent in training, which totaled between RD$1,200 and RD$2,700, the official said that as of yesterday they had taken care of 30 provinces and they would pay the two remaining, including the National District. ONE director Pablo Tactuk said that the US$6.2 million donated by the government of Taiwan and the US$2 million loan received from the IDB were disbursed, as well as the resources from the Dominican government.
