A group of government officials and members of powerful companies and international organizations got together on a small island called Esperanza in the middle of the Ozama River where Santo Domingo North and East come together and meet with the National District. Listin Diario said that the institutions, including the Ministry of the Environment and the United Nations Development Program, plan to clean up the riverbanks and convert them into livable spaces. The "Declaration of the Island of Esperanza (Hope)" commits all the parties to an "integrated riverbank management plan that will enforce the laws and the rules for the protection, conservation and sustainable water use. The sponsoring institutions present included Molinos Dominicanos, Unibe University, Banco Popular, the Port Authority and La Esperanza Neighborhood Council.
