The president of the Chamber of Deputies apparently concurs with the Joint Budget Commission, and he told reporters from Hoy newspaper that if the government were to put a halt to some of the public works projects, it would be possible to provide the 4% of the GDP for education. He said that by putting a stop to the Metro 2 construction, using some funds from the municipalities, and stopping the construction of the overpasses in the capital, the money could be found. Julio Cesar Valentin said that he favored increasing the Ministry of Education's funding, but on a gradual basis. He added that when the major projects in Santo Domingo are finished the government should invest in the whole country, with a major portion going to Santiago because of its tax contributions. According to El Nuevo Diario, the Joint Budget Commission has identified the sources of funding for the Ministry of Education. However, the legislators said that in their talks with the Minister of Hacienda Vicente Bengoa, the minister would not budge on this issue. Although they did not reveal which areas could provide the money, the legislators insisted that they had found enough to give Education the 4% of GDP that is being called for.
