The senators apparently altered the report on the Budget project for next year and tricked the deputies in to signing a different report from the one that had been approved with the required majority that the regulations for these legislative bodies need to have, according to Diario Libre.

This revelation apparently led to the stalemate that stopped the approval of the legislation. The addendum sent by President Leonel Fernandez to the Senate was used to work up a report that was sanctioned by most members of the joint commission, composed of senators and deputies. Nevertheless, the deputies signed the report but later found out during the Senate session that the legislative initiative had been modified to include the US$50 million for the Monte Grande dam project.

The senators have the two-thirds majority needed to modify the proposal, but in the Chamber of Deputies it is difficult to obtain this special majority needed to pass a modification of the Budget proposal. The impasse has yet to be resolved, despite the fact that the Senate convened a session for this morning to deal with the initiative.

Diario Libre said that the Senate left the Budget proposal and the President's addendum on the table until they discuss the modification with the Minister of Hacienda and President Fernandez.
