The Minister of Economy, Planning and Development, Temistocles Montas, is suggesting that the government and civil society should reach some sort of an agreement on the requirement of 4% of GDP for the Ministry of Education. A compromise of this sort between the two parties would allow the government, in view of the current economic constraints, to gradually increase funding for education. Montas said that most of the taxes collected are going to pay the foreign debt, the electricity subsidy and government salaries. In one of the few public statements on just how much money is represented by 4% of the GDP, Hoy newspaper estimated the figure as RD$840 billion, but this was probably an error, since the National Budget for 2011 is only RD$390 billion. The actual figure is probably RD$84 billion, more than double the current budget for education.
