The Chamber of Deputies (CD) will hear today the proposal on the General Budget for 2011. The total proposed is RD$390,475,775,514. The deputies have predicted approval of the project exactly as approved by the Senate of the Republic last Friday, only with the addendum from the President that assigns funds for the creation of the Constitutional Tribunal and the Public Defender. Also included is the pledge to assign 30% of any budget surplus in 2011 to Education and the approval of borrowing US$50 million for the dam at Monte Grande.
Diario Libre says that the budget was worked out based on an average inflation rate of 4.5% and a projected exchange rate of RD$39 to the dollar as well as an average price of oil at US$84.50 a barrel.
Still pending is the appeal filed by civil society organizations, organized at the Centro Juan Montalvo, in an attempt to put off approval of the budget legislation until it complies with the Education Law that established 4% of GDP for that sector. If the item is approved after just one reading, the deputies would read it at a session, probably this Wednesday where it would become law.
