Former Central Bank governor, economist Bernardo Vega called on the government to exercise real austerity in its spending to source the funds to allocate 4% to the education sector.

Nonetheless, he expressed doubt that the government has the political will to assign 4% of the GDP or 16% of the National Budget to education, as reported in Hoy. He also made the point that spending more money and building more schools would not solve all the problems in the education system.

Vega commented that a large part of the budget is allocated to pay domestic and foreign debt, to subsidize the electricity sector and to pay for excess public employees. Interviewed on Channel 11's Telematutino show, he commented that there would be money for the 4% if wasteful current spending were reduced. He also pointed out that the government spends millions to build new UASD branches even though this does not contribute to an improvement in the quality of education at the state university. He said the government provided the funds for the branches to placate government officers that are former graduates of the UASD.
