The companies that are covered by the Innovation and Competitiveness Law, by way of Pro-Industria, only receive tax exemptions for the ITBIS (the local VAT tax) in Customs for RD$724 million. They refuge the statement by the president of the Senate, Reynaldo Pared Perez (PLD-National District) who said the exemptions are 5% of GDP. Pared Perez has called for an elimination of the so-called tax breaks to use the funding to increase the funds for public education.

The Association of Haina Industries (AEHI), and the Federation of Industrial Associations (FAI) spokesmen said that official data from the Ministry of Hacienda and the Ministry of Economy shows that tax exemptions for RD$108.39 billion (5.17% of GDP) and RD$86.5 billion were destined directly to consumers.

According to Wadi Cano Acra and Ignacio Mendez, of the AEHI and FAI respectively, "These are tax exemptions to keep the neediest families from suffering from the devastating increases in the costs of products in the basic food basket, fuels and all the services exempt from the ITBIS." They called statements by Pared Perez "misleading".
