The Chamber of Deputies will vote on the 2011 National Budget legislation today, after a second reading. The budget had been approved during a first reading last Thursday. Diario Libre says that no surprises are expected during the hearing. The bill would then be sent to the President for his signature and publication. PLD and its ally PRSC deputies have moved positively on the bill that at the last minute incorporated provisions for the allotment of RD$5.4 billion be transferred to the National Fund for Promoting Education established in Article 201 of Law 66-97. This would increase spending in public education to at least RD$10.0 billion, 30% more than actually included in the 2011 regular budget bill. A second point orders the modification of the General Law on Education (Law 66-97) to increase the minimum investment from 4% GDP to 5.5% GDP. It includes establishing a table that commits to a gradual increase in the total expenditure on public education each year until the 5.5% of GDP is reached.

However, the groups that are calling for compliance with the 4% of GDP for Education announced the third "Yellow Monday" with the continuation of the protest outside of the National Congress.
