The Chamber of Deputies passed the 2011 National Budget Bill, with the vote of 99 deputies. The approval had been delayed primarily by pressures of civic groups that lobbied for the government to increase funds allotted to public education to comply with Education Law 66-97.

The Coalition for Dignified Education that led the movement in favor of more funds for education announced once the President signs the budget bill into law they would appeal to the Supreme Court of Justice. The Coalition says that procedures were violated in the approval of the bill, as reported in Hoy. Father Mario Serrano, spokesman for the Coalition, said that they would begin protests again as of 4 January.

In Congress, deputies representing the ruling PLD and its allies, the PRSC and BIS voted in favor. There were 9 votes against, and 54 legislators of those parties and 52 of the PRD abstained. Voting against were Pelegrin Castillo (FNP), Guadalupe Valdez (APD), Victor Bisono (PRSC), Radhames Camacho, Minou Tavarez, Eduardo Hidalgo and Juan Suazo (PLD), among others.

The 2011 National Budget totals RD$390.8 billion. It has an addendum that stipulates that 30% of surplus funds in the year would be destined to public education.
