In the news today
Blackouts cause increased 'commerce' in Santiago.
According to El Caribe "open air motels" are taking advantage of blackouts and prostitutes offer services in parks, cemeteries and other public areas. Dominican and Haitian prostitutes fight for the best 'turf' according to Brother Radhames Jimenez of San Jose parish in Baracoa. Rates for oral sex are 30 pesos up to 50 pesos for 'all inclusive services' (El Caribe's figures, not mine!). Residents are tired of having to continually report matters to the Police, who appear, arrest and then release the women (because prostitution is not an offense per se) who then return to continue the same activity in the same places. I don't know about most cause I've never taken a survey or seen data on a correlation between pricing and AIDS, but there are probably many women in the DR with AIDS charging 3,000 pesos as well. All things being equal you can't beat that price!!

Basically sciencists say you have a 0.5% (circumcised) or a 1.3% (uncircumcised) chance to catch HIV if you have sex with a HIV+ female. Actually those are the high numbers, others believe the numbers to much lower like 0.12%.
The odds are higher of course for the girl if the guy is HIV+.

The distribution of AIDS cases per province of residence showed that 48% are in the National District, followed by Puerto Plata (5.6%), Santiago (5%), San Cristóbal (4.2%) and San Juan de la Maguena (3.5%).

The lights in the projects and poor areas of Santiago are probally the last turned back on. People in better parts of the city have back up generators. In the tourist areas they try to keep the power up as much as possible i would guess. Most places have back ups. It was not as dark out as some of those back roads in Sosua are at 4am. I always bring a small pocket flashlight. Helps in 2 ways. 1) Lets you see of course. 2) Muggers think you are a security guard. The only people i have ever seen in the DR with flashlights have been guards.
